By Guy Edwards and Timmons Roberts Among the United Nations’ top diplomats, Christiana Figueres may not be one of the tallest, but she is about to leave a very large pair of shoes to fill as executive secretary of the UN Framework Convention on Climate Change (UNFCCC). In her six years in charge, Figueres has taken the role to new levels, given her insatiable enthusiasm and energy for making the case for climate action and willingness to speak out publicly about the need for greater commitment.
![]() By Romain Weikmans and Timmons Roberts As the first climate change negotiations after December’s landmark Paris Agreement open in Bonn this week, controversies around levels of funding for poorer countries to fight climate change may re-emerge. The absence of internationally-agreed accounting rules for climate finance makes it harder to establish whether promises are being met and which countries are doing their part. Most debates also confound two purposes of climate finance accounting – whether it is about developed countries’ financial efforts toward developing nations or about assessing the broader question of how much financial resources are being devoted to fighting climate change. So what can be done about it?
Tuesday May 17, the CDL will co-host a workshop on financing Loss and Damage with the German Development Institute and the International Centre for Climate Change and Development (ICCCAD).
The event will begin at noon with a light lunch and culminate with a drinks reception from 5-6 pm. It will be held at the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) located on Tulpenfeld 6, 53113 Bonn, Germany. The workshop will start with some background to the Loss and Damage Mechanism and how the issue has evolved. Dedicated sessions will include a review of language in the UNFCCC's Warsaw International Mechanism (WIM), the Paris Agreement, and documents of the WIM Executive Committee, and discuss different financing options and their appropriateness for addressing Loss and Damage. This workshop relates to some exciting research being conducted by the CDL including a number of undergraduate students who led the drafting of a report recently submitted to the UNFCCCC in preparation for the UN climate negotiations in Marrakesh, Morocco, this November. The draft white paper “Financing Options for Loss and Damage: A Review and Roadmap” was jointly prepared by the CDL and the International Centre for Climate Change and Development (ICCCAD). The workshop will be used to revise the paper, which will be published by DIE in September before the Marrakesh negotiations. In particular, next month’s referendum on whether Britain should remain part of the European Union or leave — the so-called Brexit.

For the first time, companies, citizens, mayors and financiers can join the debate and pressure lawmakers to ratify the Paris Agreement and chart a new path toward a cleaner and more resilient type of development.
