Latin America’s evolving relationship with China is a central theme at this week’s Summit of the Community of Latin American and Caribbean States (CELAC) in Costa Rica. This follows the first China-CELAC Forum held in Beijing earlier this month which is regarded as a significant upgrade to their partnership.

As leaders settle in for the III Summit of the Community of Latin and Caribbean States (CELAC) in Costa Rica this week poverty is the main issue on the agenda. This comes as the U.N. Economic Commission for Latin America and the Caribbean reports that the decline in poverty has stalled in the region, while extreme poverty has edged upwards in the wake of an economic slowdown.

The United Nations climate change negotiations live to fight another day, and Latin American countries have played important roles in their advance. The results of the Lima climate conference, or “COP20,” last December are generally considered a success—albeit a very limited one.
The host nation Peru pulled one out of the bag at the talks—while a serious breakdown seemed imminent as time ran out, a last minute agreement was produced two days after the conference was scheduled to finish.

Here we share a summary of Colombia’s President Juan Manuel Santos speech at the UN Climate Summit and our reflection on it. While we praise Santos rhetoric calling for a progressive and ambitious agreement in 2015, we wonder if his commitment to sustainable development will also apply to domestic policies on fossil fuel exploration, particularly fracking.

El gobierno de Venezuela recibió elogios por la organización de la "Pre-COP Social", en julio pasado. El evento contó con la participación de más de 100 organizaciones dedicadas a promover la participación de la sociedad civil en las negociaciones del cambio climático ante la ONU. Para el próximo noviembre, se espera la elaboración de una declaración generada por las organizaciones invitadas bajo la coordinación del gobierno venezolano. Dicha declaración será entregada en el evento a ministros de varios países de cara a la Conferencia de las Partes de diciembre en Lima, Perú.

The Venezuelan government is being praised for organising an event last July with over 100 organisations dedicated to promoting civil society participation at the United Nations climate change negotiations. The event was a preparatory meeting for a conference this November called the ‘Social Pre-COP’ to be held in Venezuela.
However, for those Venezuelans working for a greener and more resilient nation to confront climate change, the Social Pre-COP risks missing an unprecedented opportunity to set Venezuela on a more sustainable path.

Christiana Figueres, the head of the UN body on climate change, visited Lima last week as Peru prepares to host the annual UN climate talks in December. Figueres was vocal in her comments that the Lima conference needs to secure a draft agreement before the deadline summit in Paris next year to create a new climate agreement. The chief of the UN Framework Convention on Climate Change commented that government efforts to confront climate change are woefully inadequate.
She also cited recent research by the Intergovernmental Panel on Climate Change, which affirms that the window of opportunity to keep global temperature within 2C and avoid dangerous climate impacts is rapidly closing. This reminds us of the relentless pressure facing presidents of the annual UN climate Conference of the Parties (COP).
